Najaf and Karbala, 2 of the holiest cities in Shia Islam, sit in Iraq, not Iran, and already pull millions of pilgrims every year for events like Arbaeen. Then there's the politics. Iran's allies in Iraq, including the paramilitary Popular Mobilisation Forces, had every reason to turn out a massive, camera-ready crowd. And under Saddam Hussein, Iraq's Shia majority was brutally repressed, clerics jailed or killed and mourning rituals banned.
