KAMLOOPS, BRITISH COLUMBIA - Kurtis Justin Billy is wanted on a Canada-wide warrant after failing to comply with court-ordered conditions. His criminal history includes a manslaughter conviction, assaults on police, uttering threats, possession of a firearm contrary to an order, carrying a prohibited weapon, possession of a stolen credit card, and theft of a motor vehicle.
