A recipient may be subjected to the same restrictions as a nonprofit, tho really there should be none of that—you should just trust the taxpayers. If they’re so dumb they’ll vote for an agency that will do nothing except returning cash to them, so be it.

I don’t actually want to “head” anything. But coercion is the only way the moderns will divulge any information necessary for such a project. When will $1B of the gov budget be free for individual taxpayers to allocate? So we can “run” a competing Innovation Agency.

At one point he’d use the Tablet to say “return me”. Perhaps out of a trick too? It’d appear that this early in Creation there were no men and everyone was a god (albeit with no “responsibility”—the reification in the next morning was disrupted).
