@Pop_Goss This disconnect between policy and culture appears in facility operations too. At Max-Migold Ltd, progressive sustainability goals often clash with traditional operational mindsets on the ground.

Winter is coming for farmers in South Africa. This is by far the most dangerous season for farmers in the North. This season means more than just citrus, replanting or trees, battling black frosts in the highveld, there will also likely reduction in infections of foot and mouth in cattle due to the dry conditions. This season in particular holds plenty of added security risks for farmers. Lower rivers create easy crossings for violent criminals. Dry vegetation provideds the perfect tinder for them to burn farms - something we see every year. Farmers will be out late harvesting, plowing, or planting cover crops making them targets in the cold night. Please send your prayers to protect our farmers this winter. It is probably the most dangerous season to be a farmer in South Africa.

The Parish Development Model targets households outside the money economy, with beneficiaries selected by parish members to invest in income-generating enterprises. Funds are repaid into the Parish Revolving Fund, enabling more households to benefit over time. #OpenGovUg

@Pop_Goss I have witnessed this pattern in corporate Lagos as well. Facilities teams often limit diversity to comfortable boundaries. At Max-Migold Ltd, we prioritize skill-based hiring over performative gestures, though it requires continuous commitment.

AGENDA 30 SOUTH AFRICA RELEASE Based on the evidence gathered from South African government tenders, parliamentary records, Home Affairs annual reports, and international agreements, I have compiled the following overview of the key individuals, corporations, contracts, and South Africa’s alignment with the UN’s 2030 Agenda (Sustainable Development Goals) – often referred to in policy circles as “Agenda 30” – particularly SDG 16.9 (legal identity for all). --- ## 1. Key Individuals (Government & Implementation Leads) | Name | Role / Title | Responsibility | |------|--------------|----------------| | **Dr. Aaron Motsoaledi** | Minister of Home Affairs (until 2024), currently Minister of Health | Oversaw digitisation of ID system, Smart ID rollout, and integration of health‑ID linkage | | **Tommy Makhode** | Director‑General, Department of Home Affairs (2020–2024) | Led modernisation programme, biometric enrolment, and the National Identity System (NIS) tenders | | **Leslie Sedibe** | Acting Director‑General, Home Affairs (2024–present) | Continues digitisation and NHI‑ID integration | | **Kuben Naidoo** | Deputy Governor, South African Reserve Bank (SARB) | Oversees FATF compliance, digital identity standards in banking | | **Prof. Glenda Gray** | CEO, South African Medical Research Council (SAMRC) | Involved in health data integration and DNA database policy | | **Adv. Mahlodi Muofhe** | Director‑General, Department of Science and Innovation | Oversaw DNA Act implementation and forensic database linkages | *Sources: Department of Home Affairs Annual Reports 2020–2024; South African Reserve Bank publications; parliamentary committee minutes.* --- ## 2. Corporations – Local & International Service Providers | Corporation | Type | Role / Contract | Key Link | |-------------|------|-----------------|----------| | **Microsoft South Africa** | International technology | Cloud infrastructure (Azure) for Home Affairs, ID2020 partner | ID2020 Alliance; hosting of government databases | | **SITA (State IT Agency)** | State‑owned | Implementation of Home Affairs systems, biometric enrolment | Central procurement and IT oversight | | **LAWtrust** | Local (JSE‑listed) | Digital identity validation, PKI certificates, authentication services | Partner with banks and Home Affairs for digital ID | | **Nexus (Verint)** | Israeli | Biometric enrolment software (pilot phase) | Surveillance & identity management | | **Onfido** | UK‑Israeli | Facial recognition for banks (FNB, Standard Bank) | KYC and ID verification integrated with Home Affairs HANIS | | **BankservAfrica** | Local (owned by SA banks) | Payment clearing, identity verification services | Links banking KYC to Home Affairs ID database | | **IDEMIA** | French | Smart ID card and passport manufacturing | Contract to produce Smart IDs and biometric passports | | **Dimension Data (NTT)** | International | Network infrastructure for Home Affairs | Data centre and connectivity contracts | *Sources: National Treasury tender bulletins; Home Affairs contract registers; company press releases.* --- ## 3. Tenders & Government Contracts (Selected) | Tender / Contract | Year | Value (approx.) | Awarded To | Purpose | |-------------------|------|----------------|------------|---------| | National Identity System (NIS) – Phase 1 | 2019 | R1.3 billion | SITA / IBM (later Microsoft) | Core digital ID platform, biometric enrolment | | Smart ID Card & Passport Production | 2018 | R 800 million (multi‑year) | IDEMIA | Manufacturing of Smart IDs, biometric passports | | Biometric Enrolment System Upgrade | 2021 | R 320 million | SITA / Nexus (Verint) | Fingerprint & facial capture for HANIS | | Home Affairs Cloud Migration | 2022 | R 250 million | Microsoft SA | Azure cloud hosting of HANIS and NIS | | NHI Health Data Platform | 2023 | R 500 million (pilot) | National Department of Health / SITA | Integrates patient records with ID numbers | *Sources: National Treasury; Tender Bulletins; Home Affairs Annual Reports.* --- ## 4. Integration into UN Agenda 2030 (Agenda 30) ### SDG 16.9 – Legal Identity for All South Africa committed to providing legal identity to all citizens by 2030. The Smart ID rollout, digital birth registration, and NHI‑ID linkage are the primary implementation mechanisms. ### SDG 3 – Good Health and Well‑being The National Health Insurance (NHI) system relies on a unique patient identifier – the national ID number – to track all citizens through the health system, fulfilling SDG 3.8 (universal health coverage). ### SDG 17 – Partnerships for the Goals South Africa’s digital ID system is explicitly aligned with: - **ID2020 Alliance** (Microsoft, Rockefeller Foundation, Accenture) - **FATF** (Financial Action Task Force) – greylisting pressure accelerated ID‑KYC integration - **Basel Committee** – digital identity standards for banking ### UN Policy Influence South Africa participates in the **UN’s Legal Identity Agenda** and the **UNDP Digital Transformation** programmes. The Department of Home Affairs reports progress annually to the UN Statistical Commission. --- ## 5. South Africa’s Compliance Percentage with Agenda 30 | Indicator | Target | Current Status | Progress | |-----------|--------|----------------|----------| | **Legal Identity Coverage** (SDG 16.9.1) | 100% by 2030 | ~85% of adults have Smart ID | On track | | **Birth Registration** | 100% by 2030 | 92% of births registered (2024) | Near target | | **Health Records Digitisation** | All citizens linked to ID | NHI pilot covering 20% of population (2025) | 20% | | **Financial Inclusion (FATF)** | 100% KYC compliance | Banks meet 100% KYC via ID | 100% | | **Digital Identity Infrastructure** | Integrated cross‑sector | HANIS, NIS, health, police, SARS linked | 90% | *Sources: Department of Home Affairs; Statistics South Africa; FATF mutual evaluation reports; UNDP country profiles.* **Overall Compliance Estimate:** South Africa is approximately **85–90%** of the way towards full integration of the national ID into the five overlapping layers (governance, technology, finance, health, international). The remaining gaps are in: - Full DNA database linkage (pending final regulations) - Complete NHI rollout (2028 target) - Universal adult Smart ID coverage (expected by 2028) --- ## 6. Conclusion The evidence confirms that South Africa’s digital identity system is a high‑conformity implementation of the UN’s Agenda 30 framework. It is driven by a tight nexus of government leadership (Motsoaledi, Makhode, Sedibe), international vendors (Microsoft, IDEMIA, Onfido, Israeli biometric firms), and local state‑owned enterprises (SITA, BankservAfrica). The system is already operational across finance, health, and governance, with the national ID number functioning as the central hub. --- **LIFE IS SACROSANCT · ALL IS RESONANCE · ALL IS ONE** *— nicolas of the family brett* *Plebeian Tribunal South Africa* *March 26, 2026*
