President Netumbo Nandi-Ndaitwah to Participate in the 2025 G20 Leaders’ Summit in Johannesburg, South Africa Her Excellency Dr Netumbo Nandi-Ndaitwah, President of the Republic of Namibia, has been invited by President Cyril Ramaphosa to attend the G20 Leaders’ Summit as a Special Guest. The Summit will take place from 22 to 23 November 2025 in Johannesburg, South Africa. The G20 (Group of Twenty) consists of 19 major economies and two regional bodies: the European Union and, since 2023, the African Union. With the AU’s permanent seat, Africa’s perspectives and aspirations are firmly embedded within the forum’s long-term agenda. South Africa, the only African G20 member, assumed the 2025 Presidency, becoming the first African nation to lead the grouping since its establishment. This year marks a historic moment as South Africa becomes the first African country to host a G20 Leaders’ Summit, creating a unique opportunity to elevate African priorities within global economic governance. The Summit will take place under the theme “Building an Inclusive and Sustainable Global Economy.” Her Excellency will lead the Namibian delegation and deliver interventions in the following sessions: • Session One: Inclusive Sustainable Economic Growth – Leaving No One Behind, focusing on trade, development finance and managing debt burdens. • Session Two: A Resilient World, covering disaster risk reduction, climate change, the just energy transition and food systems. President Nandi-Ndaitwah is also invited by H.E. Cyril Ramaphosa to attend the meeting with fellow African Heads of State, the African Union and other African partners on Friday, 21 November 2025. The President will also attend the G20 Leaders’ Reception. Key priorities for this year’s G20 include: • Advancing trade and inclusive growth; • Promoting industrialisation and sustainable investment in developing economies; • Strengthening the G20 Pledge on Industrialisation in Africa and Least Developed Countries; • Reforming the multilateral trading system, including discussions on the WTO; and • Enhancing global efforts on climate resilience, disaster preparedness, food systems and energy transitions. The 2025 Summit offers an important opportunity to promote inclusive growth and fair global economic reforms from an African perspective. Throughout the year, the Business 20 (B20) South Africa process carried Africa’s growth agenda to major global platforms such as the World Bank and IMF Spring Meetings, the UN General Assembly, BRICS in Rio, WEF China and the Africa CEO Forum. The B20 serves as the official G20 dialogue forum with the global business community. This work produced 30 actionable recommendations from eight B20 Task Forces, submitted to the #G20 Presidency. Namibia emphasises the need for these recommendations to inspire concrete global commitments that shape policies, investments and partnerships with real impact. Her Excellency Dr Netumbo Nandi-Ndaitwah looks forward to engaging with fellow leaders to advance Namibia’s development priorities and contribute to building a global economy that is more inclusive, sustainable and equitable. The President will depart Namibia on 21 November 2025 and return on 24 November 2025.

My greatest concern about Professor Ncube’s proposed new tax on properties is that it impinges upon Local Councils’ right to levy rates against property owners within Cities. Whilst the tax is in principle problematic it is made worse by virtue of the fact that it will go to central government with no guarantee that the money will come back fairly. The @CityofBulawayo has already suffered greatly since car licence fees were sent to Zinara rather than BCC. Likewise although @CityofBulawayo built 5 dams using rate payers’ money it now has to buy the water stored in those dams from Zinwa. The fact is that we get a fraction of the money paid to Zinara which is impacting our roads. The same applies to Zinwa. The City could have built more dams if it had been able to invest money it pays to Zinwa. Now government wants to take further money based on the value of houses based Bulawayo. We have no guarantee that this money will come back to Bulawayo - indeed history shows that it probably won’t come back fairly. For that reason this new tax is completely unacceptable. If it is to be levied then it must be paid directly to local City and Town Councils so that they can determine how to use it. If the principle of devolution is to be respected then it is critical that local authorities be given the financial power to develop the Cities/Towns they are responsible for.
