Things you need to do before buying a car in Germany:
1. Register your intent to purchase at the vehicle registration office
2. Obtain proof of parking from your landlord (notarized)
3. Submit your last 3 tax returns to prove you can afford insurance
4. Get written approval from your building manager that the car fits in the garage
5. Apply for emissions certificate
