On this week’s episode of Ahead of the Threat, FBI Assistant Director Brett Leatherman is joined by Joe Levy, a security practitioner and CEO of Sophos. The two discuss what Levy calls the “cybersecurity poverty line,” which refers to the fact that fewer than 1 in 10,000 businesses have someone in a CISO or CISO-equivalent role. Russian GRU cyber actors are exploiting vulnerable routers worldwide to intercept sensitive military, government, and critical infrastructure information. The #FBI, NSA, and 21 international partners across 15 countries have released a #PSA detailing GRU techniques and providing defensive guidance. 🚨#Scam Alert: The FBI's Chicago Field Office is seeking the public's help in identifying two unknown suspects posing as Special Agents, prosecutors, or federal law enforcement, who are attempting to scam individuals out of money or personal identifiable information by convincing them they are possible victims or suspects of a fraud investigation. Victims have been identified throughout the country, including in Hawaii. The FBI, nor federal authorities, will never ask for money or personal identifying information when contacting victims or suspects of crime online or over the phone. If you recognize these subjects or have any information regarding this scam, contact your local field office or submit a tip at tips.fbi.gov. If you are a victim of an impersonator, file a complaint with the FBI's Internet Crime Complaint Center at ic3.gov.

Iran-affiliated cyber actors are targeting operational technology devices across US critical infrastructure, including programmable logic controllers (PLCs). These attacks have led to diminished PLC functionality, manipulation of display data and, in some cases, operational disruption and financial loss. The #FBI, CISA, NSA, EPA, CNMF, and the Department of Energy are urging US organizations—especially municipalities and those in the water and energy sectors—to review the tactics, techniques, and procedures (TTPs) and indicators of compromise (IOCs) detailed in this advisory. News alert: Former USDA Official Pleads Guilty to Receiving an Illegal Gratuity Honolulu – United States Attorney Ken Sorenson announced that Jason Shitanishi, 60, of Honolulu, Hawaii pled guilty in federal court to receiving an illegal gratuity as a public official. According to information presented to the court, on or about April 17, 2020, the U.S. Department of Agriculture (USDA) initiated the Coronavirus Food Assistance Program (CFAP) to provide direct payments to farmers, ranchers, and consumers affected by the COVID-19 pandemic. The program was administered by the USDA’s Farm Service Agency (FSA) and provided payments to producers of certain commodities that experienced COVID-19 related losses. In 2020 and 2021, Shitanishi was employed by the FSA as a County Executive Director for the City and County of Honolulu. On or about April 12, 2021, a woman submitted a CFAP application to Shitanishi that falsely claimed she operated a farm with $685,500 in commodity sales in 2019. The woman also claimed the farm was in the County of Maui, which was the responsibility of another County Executive Director, who was located on Maui and familiar with the farms there. The woman asked Shitanishi if he would accept her application, rather than require her to submit her application to the Maui County Executive Director. Shitanishi obtained the necessary approvals from the FSA to consider the woman’s CFAP application and then approved it. As a result of the false representation on the woman’s CFAP application, the FSA issued the woman a payment of $65,745, to which she was not entitled. On or about April 18, 2021, the woman then gave Shitanishi a check for $5,000, which Shitanishi understood was for accepting responsibility for the woman’s CFAP application for her Maui farm. Students are provided with several presentations on topics including terrorism, cyber crime, public corruption, polygraph exams, evidence response, SWAT, and the day-to-day operations of a typical FBI office. Students also learn from special agents, intelligence analysts, language specialists, and professional staff about investigative tactics that include gathering evidence, interviewing witnesses, and assisting with cases. As of early 2026, many of the most downloaded and top-grossing apps in the U.S. are developed and maintained by foreign companies, particularly those based in China. The apps that maintain digital infrastructure in China are subject to China's extensive national security laws, enabling the Chinese government to potentially access mobile app users' data. Users should be aware of what user data these apps request access to upon download: 🔹 With default permissions, companies can store collected data on users' private information and address books, such as names, e-mail addresses, user IDs, physical addresses, and phone numbers of their stored contacts, which gives apps access to a host of personal information belonging to both users and non-users in their contact lists. 🔹 Some of the apps state that the collected data is stored on servers located in China for as long as the developers deem necessary. Some apps do not allow the users to operate the platform unless users consent to data sharing. 🔹 Some apps may contain malware that could collect data beyond what is authorized by the user. This could include malicious code and hard-to-remove malware designed to exploit known vulnerabilities in various operating systems and insert a backdoor for escalated privileges, such as enabling the download and execution of additional malicious packages designed to provide unauthorized access to users' data.
