National Police Chiefs' Council guidance does NOT preclude releasing body-cam footage where there is an ongoing investigation, stating: "It is important that forces are seen to be open and transparent when responding to allegations of wrongdoing" and that "police shouldn't create a perception that police are selectively choosing when to release footage to their advantage, thus potentially undermining public confidence".
