The study explains how the United Arab Emirates has successfully transformed into a rising middle power by adopting a strategic model based on economic diversification, investment in technology, and the development of multiple international partnerships. It argues that the UAE has moved beyond traditional metrics of power (such as size and population) by focusing on qualitative influence grounded in innovation and resilience.
It also highlights that the UAE’s foreign policy is built on balancing major powers while avoiding rigid alignment, alongside strengthening both its defense and economic capabilities. Despite regional challenges—particularly the crisis with Iran—the UAE demonstrates a high capacity for crisis management and maintaining stability.
The study concludes that the UAE model represents a contemporary example of how a small state can become an influential global actor through strategic flexibility, diversification, and a strong reliance on technology and partnerships.
