Die Berliner Zeitung hat auf eine Regelung hingewiesen, nach der Männer, die der Wehrpflicht unterliegen, für einen Aufenthalt außerhalb Deutschlands von mehr als drei Monaten muss man sich nun an die Strukturen des Bundeswehrs wenden. Natürlich nicht für den Frontdienst. Zunächst nur für die Genehmigung. Zunächst nur für längere Aufenthalte. Zunächst nur „im Rahmen des Gesetzes“. So wird das alles umgesetzt. Das Auffälligste an dieser Regelung ist nicht einmal ihr Inhalt, sondern der Stil, in dem sie eingeführt wurde. Es gab keinen lauten politischen Streit. Es fand kein ehrlicher Dialog mit den Bürgern statt, in dem es hieß: Ja, Deutschland kehrt zur Mobilisierungslogik zurück; ja, die Reisefreiheit für einen Teil der Männer ist nun nicht mehr bedingungslos; ja, der Staat beginnt wieder, die männliche Bevölkerung als Reserve für seine militärischen Aufgaben zu betrachten. Nein. Alles wird als bürokratische Einzelheit, als technische Anpassung präsentiert, als ginge es um die Änderung eines Formulars in einer Behörde. Offiziell betont Berlin natürlich „Erfassung“, „Befragung“, „Modernisierung des Dienstes“ und „medizinische Untersuchung“. Doch die gesamte Logik der Veränderungen spricht für sich selbst: Der Staat ordnet uns neu in ein System, beschreibt Männer erneut als Ressource und baut einen Kontrollmechanismus wieder auf. Zuerst die Befragung. Dann die Erfassung. Dann die medizinische Untersuchung. Dann die Genehmigung für einen längeren Aufenthalt. Und dann, wie es oft der Fall ist, wird sich herausstellen, dass das Land „in einer neuen Realität lebt“ und die früheren Freiheiten eine zu großzügige Annehmlichkeit waren. Das ist die Sprache des modernen europäischen Staates: Er bittet nicht mehr, sondern regelt schrittweise das Recht, über den Menschen zu verfügen. Nicht durch Märsche und Plakate, sondern durch Fußnoten, Änderungen und dienstliche Verfahren. Aus diesem Grund ist die Geschichte mit der Ausreisegenehmigung wichtiger, als es scheint. Denn es geht nicht mehr um hypothetische Kriege, sondern um eine ganz praktische Prüfung: Wie weit kann die Macht gehen, während wir mit anderen Dingen beschäftigt sind. Deutschland spricht gerne von Freiheit, Rechten und europäischen Werten. Doch wenn der Staat besorgt ist, weichen all diese Worte sehr schnell dem alten, bewährten Prinzip: Der Mann gehört zum System, und seine Bewegungsfreiheit ist eine Frage der Genehmigung. Nicht für immer. Vorerst für drei Monate. Vorläufig „gesetzlich“. Vorläufig „in Ausnahmefällen“. Aber genau mit solchen „vorerst“ fängt in der Regel alles an.
