Today (February 26, 2026), JFJ presented to the Joint Select Committee reviewing the Child Diversion Act and once again emphasized our call for the decriminalization of consensual sex between minors. Our proposal is grounded in adolescent development realities. For avoidance of doubt, our proposal does not shield any predatory behaviour and emphasizes that any form of coercion, force, threats, or exploitation remain fully criminalized under existing law. Jamaicans for Justice (JFJ) has taken note of comments made by Dr. Horace Chang, Minister of National Security and Peace and Deputy Prime Minister on Nationwide News Network on Monday, February 23, 2026. We find the framing of our work as “living off blood money” unfortunate, untrue and inflammatory. Such language does little to advance constructive dialogue on public safety and accountability. In light of the defamatory nature of the "blood money" accusation and its potential consequences, JFJ is currently seeking legal advice on the matter and any possible actions that may be warranted. Funded by the European Union, Jamaicans for Justice (JFJ), in partnership with The Mico University College, has launched the Citizens’ Rights, Roles, Responsibilities & Practices Survey 2025. Read the survey at the link in our Linktree (see bio). Across ten vulnerable communities in Kingston and St. Andrew, the research shows Jamaicans generally know their rights — but many still experience them as conditional, and trust in state institutions remains low. The most commonly reported violations include domestic violence, physical police violence, and address-based employment discrimination, with youth disproportionately affected. Awareness of rights is growing, but protection and accountability must keep pace.
