They will only invest if the state effectively guarantees them profit and covers any losses. This is what lies behind failures such as HS2 and the wretched housing policies of successive governments.

London builds 'luxury flats' all the time. It's just that they're then sold as investment properties to people who don't live in them. A better system would make *that*, specifically, either illegal or so tax-burdensome as to make it extremely undesirable.

Why are investment bankers living in two up two downs in South London that were built for manual labourers? Because we haven’t built enough luxury housing. When we don’t build luxury homes, the houses that used to be for the everyman become the preserve of the elite. And everyone else moves *down* the chain. By building luxury homes we can move everyone *up* that chain.
