Russian Fuel Crisis Update: 29 June 2026
The situation continues to deteriorate much faster than we expected. Russia is entering the most challenging months of July-September, when demand peaks due to tourism and agriculture.
For the second time in a week, the Kremlin decided not to impose a completely ban on diesel fuel exports. Yesterday's update covered why this is a difficult issue politically and economically.
All regions in Russia have fuel restrictions or outages.
Irkutsk Oblast: Moved to fuel system collapse - per the regional governor, 80% of filling stations no longer have fuel
Republic of Buryatia: Moved to fuel system collapse - diesel shortages and restrictions are severely impacting logistics
Novosibirsk Oblast: Moved to spot fuel outages per social media reports
Kurgan Oblast: Moved to spot outages per regional governor: "I've traveled through several regions. In some places, there are queues at gas stations and sales volumes are rationed, while some gas stations are simply closed."
Novgorod Oblast: Moved to government services prioritized
Jewish Autonomous Oblast: Per Russian source Military Informant
There are two areas of major shortages: eastern Siberia and in the oblasts surrounding Moscow.
Assessment: The Russian government is already moving fuel from areas around Moscow to bolster supplies in Russia's capital.
Reminders: None of these are permanent states. An area in collapse will improve when fuel is delivered. An area with only restrictions can collapse in less than a week, as observed in Buryatia. Spot outages mean fuel shortages are not widespread. Areas where government services are prioritized should not be viewed as also experiencing widespread outages or collapse.
Russia's fuel supply will never reach "zero."

Putin has failed to achieve any of his original strategic objectives. One of them, the capture of Donetsk Oblast, has eluded Russia since 2014.
After an estimated 1.4 million Russian casualties, the Kremlin continues to reject meaningful attempts at peace.
At this rate, it appears Putin is prepared to keep sacrificing Russian lives in pursuit of objectives that will remain forever out of reach.

Since the start of the full-scale war, the Russian army has been given as many as 15 deadlines for capturing our Donetsk region. Russia’s political leadership remains obsessed with Donbas. They have entertained this delusion – that they would fully capture Donbas – 15 times already. In 2022, the deadlines were March 31, then May 9, June 1, September 15, and December 31. In 2023, Putin set two more deadlines for capturing Donbas: March 1, and then, when that failed again, they moved it to December 31. In 2024, there were again two such deadlines. In 2025, when the Russians tried to convince President Trump that Ukraine would supposedly fall, there were already three final dates for capturing the Donetsk region, namely, September 1, December 1, and December 25. Already this year, the Russians have again pushed back the date for the capture of the Donetsk region. At first, they had set a deadline of March 31 of this year, then September 1, and now the deadline is December 31. If Russia does not end its war, they will have to move this deadline again as well. If Putin wants to sacrifice another million of his soldiers to keep smashing against this wall, then the million Russians who have not yet been mobilized into the Russian army and are arguing in gas lines should think about what awaits them next.

The moral calculus here is simple.
For decades there was bipartisan congressional agreement to fund lifesaving programs. 80% of Americans agree with providing food and medical supplies to the worlds poorest people.
Elon was neither elected nor confirmed. He illegally and gleefully destroyed USAID, which did not save any money - in many cases he just disrupted distribution of supplies already purchased - but he did kill many children.
The closest analogy would be burning down a food bank causing people to die of starvation. It was an illegal act that was wasteful and caused harm. You can’t defend it by saying “what obligation do we have to fund food banks?”
