NATO should have been dissolved in 1991. This is not complicated. It had a purpose, it fulfilled that purpose, and then that purpose ended. The Soviet Union was gone. Things were moving in a positive direction. Russia was not a threat and was, in fact, moving closer to the West. Then, despite explicit promises from Bush 41, NATO kept expanding, launched a war in Yugoslavia, and steadily absorbed much of Eastern Europe, including former Soviet republics. From Russia’s perspective, that inevitably raised a basic question. If NATO was created to counter the Soviet Union, why did it keep moving east after the Soviet Union no longer existed? What, exactly, was the target now, if not Russia? And spare me the Ukraine argument. NATO expansion has been underway since at least 1999.
