Not exactly. Nepal = Kathmandu Valley only, which is also an extension of Magadh/Bihar with heavy Tibetan influence. Rest of the country is simply an extension of Khasdesh (aka Uttarakhand), UP-Bihar and Tibet. Nepal is as illegitimate a state as Pakistan and Bangladesh.

Why do you say it is a later toponym? It's mentioned as a rather unpleasant place alongside Vajjabhūmi and Subbhabhūmi in the first suyakkhandha of the Āyāraṅga (~4th century BC). The first suyakkhandha of the Āyāraṅga is very archaic. It almost certainly predates the Mahāvaṃsa.
