Quintina Brown, executive director of the Markham Park District in Illinois, arranged for a helicopter to land in a public park with kids playing nearby so her daughter could take prom photos.  The deposit was charged to a taxpayer-funded credit card and the district has been unable to get the remaining $800 refunded.
