Really nice post! There also might be a “hidden” correlation with the institutional financial incentive system in place when it comes to supporting international students. At UCLA, for example, departments/PIs are on the hook for paying non-resident tuition for international students pre-candidacy. It really changes decision making in terms of admissions.
