I was just speaking to a Thai contact: The UK charges inheritance tax if there's a UK donor. Gifts from foreigners to UK recipients aren't taxed. Thailand charges gift tax if there's a Thai recipient. Gifts from Thais to foreigners aren't taxed. So here: no tax anywhere.
