Kilbourne pleaded guilty to second-degree assault and third-degree terroristic threatening. The incident occurred on July 28, 2023, in Carroll County during a multi-county pursuit of an armed suspect driving a stolen vehicle. Kilbourne joined the chase after dispatch alerted him. Following an internal review, he received a six-month suspension without pay and resigned from the agency on January 13, 2026.
