
Slight correction: Tashigi's dream is to confiscate the famed blades from specifically evil swordsmen. This would mean that characters such as Zoro and Shanks don't necessarily count.
Tashigi is much more likely to target swordsmen such as Shiryu of the Rain, who is the archetypal evil swordsman.
Incidentally, it just so happens that Tashigi's sword is one of the famed blades, and it is called, "Shigure." Meaning, "Autumn Rain." Tashigi has had a recurring association with rain throughout the story -

Tashigi's most likely final opponent in the story is Shiryu. By defeating him, Tashigi will have taken a huge step toward achieving her dream..
But what about characters like Mihawk? You say. Well, that is a whole different scenario. Tashigi doesn't need to defeat Mihawk to claim Yoru. She will inherit it. Because Mihawk is her father.
