@neha_laldas सचिव नियम थोड़ी बनाते हैं, वे तो सिर्फ दिए गए आदेशों का अनुपालन करवाते हैं। इन्हें बलि का बकरा बनाया जा रहा है। असली समस्या UGC नियमों में है, इन्हें पूरी तरह रोल बैक करना होगा। यह हो सकता है कोई और कारण भी रहा हो, लेकिन जनरल कैटेगरी का मुद्दा अभी भी अनसुलझा है।
