Why UDC must deploy its own cadres as accounting officers (PS, DPS, Council Secretaries) Civil servants, often working behind the scenes, can subtly influence the pace of government projects. One way they exert their power is by drowning initiatives in bureaucratic red tape. By insisting on exhaustive documentation and multiple layers of approval, they can slow down the decision-making process, making it difficult for projects to gain momentum. This tactic creates a web of paperwork that can take weeks or even months to navigate, often resulting in delays that frustrate government objectives and timelines.
Another strategy involves the strategic allocation of resources. Civil servants may prioritize projects that align with their interests or beliefs, leaving less favorable initiatives understaffed or underfunded. By controlling the flow of resources, they can effectively stymie projects they are less enthusiastic about, leading to a lack of progress and eventual stagnation. This subtle manipulation ensures that only certain projects receive the attention and manpower needed to advance efficiently.
Communication is also a powerful tool in the hands of civil servants. By selectively withholding information or providing incomplete data, they can create confusion and misdirection. This can lead to flawed decision-making and further delays, as government officials struggle to piece together accurate pictures of project statuses. Miscommunication can also foster internal disagreements, diverting attention from project advancement to conflict resolution, which can further slow down implementation processes.
Lastly, civil servants can exploit procedural loopholes to delay projects. By emphasizing the need to adhere strictly to protocols and regulations, they can create bottlenecks that halt progress. This rigidity can be justified under the guise of compliance, making it difficult for government officials to challenge or bypass these obstacles. By consistently applying these tactics, civil servants can effectively sabotage government projects without attracting significant scrutiny, ensuring that their influence remains both potent and discreet.

Today (24 November 2025) marks an important moment for Botswana, a bold step is taken in strengthening our commitment to Sport-for-All, inclusive sport, and national physical activity.
The Botswana National Sport Commission (BNSC) is hosting ‘The Association For International Sport for All’ (TAFISA) delegation, Mr. Wolfgang Baumann, and Prof. Zielinski. TAFISA is the leading global organisation dedicated to promoting sport for all and physical activity worldwide. Mr Baumann led a delegation that paid a courtesy call to the Minister of Sport and Arts, Honourable Jacob Kelebeng, before proceeding to the press conference, also the TAFISA 2027 Congress hosting agreement signing between TAFISA and the BNSC, in Gaborone, Botswana (24th November 2025). Botswana is the second African nation to host the Congress, following Cape Town, South Africa in 2001.
The TAFISA World Congress is a landmark global gathering, a forum where nations converge to shape policy, exchange innovation, and strengthen our collective mission. Botswana’s aspiration to host the 2027 edition demonstrates ambition, confidence, and a profound belief in the power of sport to transform lives. The signing of the agreement formalises a partnership rooted in trust, shared purpose, and a commitment to excellence.
