Negotiations and the language of understanding with Pakistan bring no benefit. The objectives of the Pakistani military’s hardline circle are as clear as the sun: their primary aim is to hinder Afghanistan’s current progress, create insecurity, and generate problems for the present Afghan government. Even before coming to power, Asim Munir was a staunch opponent of the Islamic Emirate and all Islamic movements. Negotiations and conciliatory language with Pakistan are of no use. The Islamic Emirate should not repeat past mistakes by trusting their promises and statements. They are operators of a project initiated to please others, and even those to whom this project is offered do not truly trust them. Mujahideen and Afghans must prepare for a prolonged and comprehensive struggle against a fourth invasion and adopt measures that respond decisively to any aggression — and, God willing, that is what will happen. An army that has suppressed its own people and remained in conflict with its nation, and whose history offers its people little but defeat and failure, now speaks of ground operations. They speak of halting air operations while continuing ground offensives. Be warned: we are not concerned about air operations nor ground operations; you will not conduct operations — you will only bring destruction upon yourselves. From now on, periphery will be struck for periphery, city for city, and capital for capital. We have kept our lions restrained in chains; if they are released, you will once again remember the bitter experience of General Yahya Khan’s era.
