I think people are reading “part” as a synonym for “scene” rather than its intended “one of the reasons” and the use of the word “just” then makes the sentence read entirely differently (That scene of her crying is JUST pure fear)

I strongly believe that part of her crying hysterically at the end was just pure fear of what Ozai would do to her when he came back victorious and found out she lost the capital. Zuko got branded for far less.
