Municipalities like HOA's because they carve out areas of economic prosperity by maintaining home/neighborhood value which goes to perceptions of affluence (important for the middle class and politicians). HOA's as a managed portfolio of tax paying assets.

Plats full of ticky tacky houses managed by a single contractor are where HOAs come from since the 60s Smaller lots & yards with bigger houses. Less privacy, more management

@zarathustra5150 Not just bands, but backyard mechanics, machinists, crafters, and all kinds of tiny businesses that cut eachother a break and make communities stronger. We used to "know a guy" and maybe it was his day job maybe not, but they had enough space and privacy to do big & loud things.
