To stay pinned at exactly 38.5s for hours is nearly impossible for a natural object. Even a slight wobble in its path would show up as a decimal change in the RA. The 0.0s change suggests it is using its 120-degree thrusters to stay perfectly on that radial line. It is "hovering" on a single coordinate point like a sniper keeping a target in a crosshair...this is what the data shows. hope that helps?
