Iran allowing Iraq passage through the strait is a smart move especially if they suspect we will put troops on the ground. This gives Iran influence and leverage in Baghdad and most importantly assistance with Iraqi militias who will be happy to disrupt U.S. plans. They didn’t concede anything, they made a strategic play.
