This is the thing that is so difficult to explain about the #RulesAsCode experience. It is a discipline of interpretation, which forces you to examine your own understanding more critically, and in turn forces you to understand laws more deeply.

I encode one section of law in a few hours, which reveals an interpretation issue, and resolving it reveals that your internal documentation has been implicitly assuming the opposite. That's how #RulesAsCode helps you understand the law without ever RUNNING the code.
