Hebrews 10:22 says, "let us draw near with a true heart in full assurance of faith, with A. our hearts sprinkled clean from an evil conscience and B. our bodies washed in pure water." Baptism washes dirt off of our body, but that is not what saves. Baptism washes away our sins:

You left out a really important part of 1 Peter 3:21 "Not the removal of the filth of the flesh." Do a word study on the word filth. See how it's used in the LXX. See how its cognates are used. *Pssst* It means sin.

Cornelius' household's receipt of Spirit before baptism was an absolute anomaly that served a very specific purpose: as a sign to the jews present and the gentiles that the uncircumcised Gentile could be a part of the new Covenant.
