Salafism is a methodology (manhaj) centered on returning to the practices of the early generations, while Atharism is a highly specific school of creed (aqidah) regarding the divine attributes.
Because one is a broad approach to Islamic sources and the other is a rigid theological framework, a person can adopt the overarching Salafi methodology while arriving at a different theological creed.
While almost every Athari considers themselves a Salafi, not every Salafi is an Athari.

Quite the contrary, it's that the religious marketplace of Sham has always been contested, and the winners are usually decided by institutions, incentives, and state backing — not by who has the better argument.
