EFF Linked Figures Allegedly Sent Seven Company Names to TMPD Deputy Chief in Alleged Tshwane Tender Plot
The Madlanga Commission of Inquiry has heard explosive evidence pointing to alleged political interference in a City of Tshwane Municipal Police Department tender.
According to evidence presented before the commission, individuals linked to the EFF allegedly sent former TMPD deputy chief Umashi Dhlamini a list of seven companies that were said to be associated with the party and earmarked for the tender.
Advocate Matthew Chaskalson told the commission that Dhlamini then instructed suspended Gauteng Organised Crime officer Sergeant Fannie Nkosi to contact Tshwane Chief Financial Officer Gareth Mnisi. Mnisi was allegedly expected to engage EFF leader Julius Malema to verify whether the companies were indeed linked to the party.
The commission examined WhatsApp messages between Nkosi and Mnisi, as well as messages exchanged between Nkosi and Dhlamini.
In one of the conversations, Nkosi sent Dhlamini the names of two security companies bidding for the municipal police contract. One of those companies allegedly belonged to Nkosi’s brother, Bheki Mnisi.
Dhlamini then replied with the names of seven more security companies and wrote: “Afternoon Captain. I trust you are well and your family. The above mentioned companies is from red berets. Please check with Mfethwu if it’s the same with his from CIC to verify its authenticity.”
Nkosi later forwarded that message to Mnisi.
A few days later, Mnisi allegedly responded by saying: “Good Morning. I had a meeting with ActionSA and EFF yesterday. Telling me to submit 5 company names is an insult and didn’t sit well with me.”
The commission also heard allegations that Nkosi, Dhlamini and Mnisi had previously discussed an arrangement in which ElShadai Security Services and Ngaphesheya Security would receive the tender.
Ngaphesheya Security is reportedly owned by Nkosi’s brother, Bheki.
In another revelation, the commission heard that Nkosi shared a list of hundreds of tender bidders with Mampane, who was described as the right hand man of Mswazi.
Nkosi defended his actions, saying the bidder information was already public.
But under questioning from Chaskalson, Nkosi denied knowing ElShadai Security Services when asked directly what he knew about the company.
The testimony has now placed both the EFF and ActionSA at the centre of mounting allegations over attempts to influence the Tshwane police tender process.
