<'장특공제 폐지는 집 한 채 가진 실거주 국민에게 세금 폭탄 안기는 것'이라구요?> 부당한 목적을 감춘 잘못된 자기주장을 합리화 하려고 이런 거짓말로 국민을 속여서는 안됩니다. 특히 공적책임을 가진 정치인과 언론인이라면. 양도세 장기보유특별공제는 '거주여부와 무관하게' 오로지 장기보유했다는 사유만으로 양도세를 대폭 깎아 주는 제도입니다. 장기거주에 대해 양도세를 깎아 주는 제도는 따로 있습니다. 따라서 '장특공제 폐지는 실거주 1주택자에게 세금폭탄'이라는 주장은 논리모순이자 명백한 거짓선동입니다. 거주할 것도 아니면서 돈 벌기 위해 사둔 주택값이 올라 번 돈에 당연히 낼 세금인데, 오래 소유했다는 이유로 왜 대폭 깎아줘야 하나요? 부동산 투기 옹호하는 사람이 아니라면 오래 소유했다는 이유로 양도소득세를 깎아주라고 주장할 이유가 없습니다. 차라리 그 돈으로 오래 일한 사람 근로소득세 깎아 주는게 더 낫지 않을까요? 성실한 1년간 노동 댓가인 근로소득이 10억 넘으면 거의 절반을 세금으로 내는데, 부동산 투기불로소득은 수십, 수백억이라도 오래 보유했다는 이유만으로(거주와 무관하게) 세금을 대폭 깎아주는 건 정의와 상식에 어긋납니다. 장특공제 폐지가 매물잠김을 불러올 거라구요? 갑자가 전면 폐지하면 그럴 수도 있겠지만, 점진적 단계적으로 폐지해 팔 기회를 주면 다 해결되겠지요. 예를 들어 공제폐지를 하되 6개월간은 시행유예, 다음 6개월간은 절반만 폐지, 1년후에는 전부폐지 이런 방식으로 빨리 파는 사람이 이익이 되게 하면 매물 잠김이 아니라 매물 유도가 될 것입니다. 거기다가 장특공제 부활 못하도록 법으로 명시해두면 정권교체 되더라도 대통령이 맘대로 못바꿀테니 버티는게 의미가 없어지겠지요. 실거주 1주택, 직장 등 이유로 일시적으로 비거주한 실주거용 1주택 등 정당한 보유주택 외에, 투자 투기용부동산의 보유부담을 선진국 수준으로 강화하면 버틸수록 손실이 되겠지요? 부동산 투기용 대출은 전면봉쇄하고 기 대출금도 엄격히 회수하며, 보유부담도 정상화 되면 지금의 지나치게 높은 부동산 가격은 정상화 될 수밖에 없습니다. 지금까지 부동산이 거의 유일한 자산증식수단이었지만 이제는 훌륭한 대체수단도 생겨나고 있습니다. 이런 위험과 부담을 안고 끝까지 버틴다구요? 결정은 자유지만, 경제적 이익 손실은 잘 계산해야 할 것입니다.
