Confirmed now by five different independent sources. The Galactic Patrol arc's reveal visual is Naohiro Shintani's work.

I doubted myself at first but I'm pretty sure my gut feeling that this is Naohiro Shintani is right. Same noses, collar bone ident, eye shapes. I'll try and get a confirmation. If so, he's taken his work in a more angular direction than even the Sparking Zero cover.
