If one excludes the masses of illegals (and certain other racial minorities) who have come here in the last 50 years, our educational achievement is among the top five in the world; however, the I.Q.s of the minority populations averages around 85, which of course, means that half are below that. People that challenged will never perform adequately. They simply lack the ability no matter how hard they try, no matter how hard the teacher tries, no matter how much money the state throws at it. I.Q. does not and can not change in an individual. You're born with it and you'll live with it.
