Dear Mr. Mohit Chitkara, I hope this message finds you well. I am writing to express serious concerns regarding the @NAAC_India evaluation of @ChitkaraU, Baddi Campus. It has come to my attention that fabricated documents may have been submitted during the accreditation process to obtain the A+ grade. Specifically, the university reported significant expenditure on subscriptions to national and international publishers such as Springer, SAGE, GIST, Bentham, EBSCO, Allied, Turnitin, APEX, etc. These claims were accompanied by receipts and documentation bearing the university’s official seal and signatures from the Registrar. Reported Library Budgets (2017–2021): 2017–18: ₹7.2 million 2018–19: ₹9.4 million 2019–20: ₹10.2 million 2020–21: ₹10.7 million Upon contacting the publishers, I received the following responses: @SAGEPublishers (purchases reportedly worth ₹2.39 million): Denied issuing the receipts and recommended filing an FIR against those responsible (screenshot attached). @SpringerNature (₹1.25 million ): Confirmed that no such order exist in their records. Other publishers have either not responded or are unwilling to comment at this stage. Additionally, receipts bearing the signature of Dr. Ajay Sharma (Registrar) stamped with the university's official seal were submitted as part of the NAAC-SSR documentation (screenshot attached). This raises further questions about the authenticity of the claims. In light of this, I would appreciate your responses to the following questions: 1. Dr. Sharma - Were the receipts and documents in question created or submitted under institutional direction or independently? 2. Dr. Sharma - Over your 20 years of service, how many such cases have occurred under your watch? 3. Mr. Chitkara - Were similar practices used at the Punjab campus to secure NAAC A+ or NIRF rankings? Did you ever try to verify? I have requested the NAAC-SSR for Punjab via RTI, but have yet to receive a response. 4. Mr. Chitkara - If these discrepancies are evident in library data alone, what about other documents submitted to NAAC or other government agencies? May I request access to those records? 5. Dr. Sharma and Mr. Chitkara - Do you not believe this represents a serious case of FORGERY—against not only the Indian education system, but also the youth, Indian Government, and future generations of our country? 6. Dr. Sharma - In reality, the expenditure was only in thousands. Am I right or am I right? PLEASE NOTE: This message is written in good faith, and in the interest of public accountability and institutional integrity. It is not intended to defame any individual or organization. As per my understanding, the accused may be liable under BNS Sections 316, 336, 338, 339, and 61 for cheating, forgery, forged documents, and conspiracy. If any of the information I’ve referenced is inaccurate or misinterpreted, I remain open to correction and am fully willing to issue a formal clarification or apology if needed. Thank you!
