The Hashimoto are often shown to wear masks of animals or demons to appear more intimidating. Shion a Hashimoto Elder, being an omnic made her facemask to be a like a human woman to invoke uncanny valley is logical conclusion to this.

Historically, robot characters have to be unique models from each other to justify their playable status. This is one of many reason the original dev team didn't intend to add Maximillien, as they thought he would be too similar to zenyatta So here is a refresher on robot models
