The first federal paper dollar banknotes (Demand Notes) were issued that year during the Civil War and initially hand-signed by Treasury clerks. Printed signatures of the Treasurer of the United States and Register began then. Before that, circulation relied on coins, private/state bank notes (signed by bank officers), or Revolutionary-era Continental currency (hand-signed by various congressional appointees).

Ouch - I'm sorry but here we go. An out of service for violating the english proficiency IS TEMPORARY for the driver if not 8n conjunction with any other enforcement (like ice) . Important to note & they don't show you: What Actually Happens at the Scene (per my point and current FMCSA/CVSA rules) Inspector determines non-compliance during a roadside inspection → immediate OOS order. The driver cannot legally operate that CMV further "at that moment." Officer leaves the scene. If there's a qualified backup driver (who speaks English) or the company can arrange one quickly, the truck might proceed. Otherwise, the truck sits until the "condition is alleviated" (which for English proficiency often just means waiting until the inspector is gone or swapping drivers). No ticket, no arrest, no asset seizure, no immediate CDL revocation. The driver keeps the physical CDL and can resume driving later that day, the next day, or whenever unless further action is taken. Some states have & are passing laws to strengthen enforcement & tow cmvs. The Fmcsa also DOES NOT & HAS NOT levied any monetary fines for this 391.11 (b)2 violation in 2025 or 2026 so far. ai.fmcsa.dot.gov/EnforcementPro…
