I-beams are tempered. Welding often ruins the temper of the steel in a localized region around the weld, making it difficult to judge the total tensile strength. With bolts, an engineer can calculate the tensile strength of the joint with nearly perfect accuracy. Just use bolts.

so the plates of the exterior can be slided into the outside; One, two, three... The first one would reach the ground eventually, encapsulating it. Renovation would be difficult but no one said it'd be anything but hard

Exoatmospheric Mass Drivers are hard to set up since you can't just tug on a whole bunch of mass so easily. But what if you arranged a strong but thin enough skeleton of supersteels with 3/4 shuttles. They'd interlink, then transport mass with a ferromagnetic platform
