People in these comments are brain dead. He mentioned that Xander didn't negotiate the fight. This was an initial offer and it died because Xander's team didnt send an actual counter offer. Also keep in mind that Top Rank didn't have a TV deal at this time and Xander had just won his first belt. Vergil was fighting bigger fights at the time. 50/50 isn't too far off at that time.
