However, we also need to recognise that there are many innocent parties also getting caught up in it. I'm not telling them what they can or cannot do. Of course that is for them to decide.

There have undoubtedly been harms - but they are side effects of getting system change. The harmed families should have spoken out - but the effect on morale and stress on the excellent majority of staff is huge and causing harm.
