I’m Amy Phan West, and I’m thrilled to announce my candidacy for California’s 45th Congressional District! My life is a testament to the American Dream—born to parents who risked everything to escape Vietnam’s communist regime in 1985, my family survived a harrowing journey at sea and years in refugee camps before finding a home in Huntington Beach. With faith, hard work, and the support of our community, we built a life here, and I’m determined to protect that opportunity for every family in CA-45. As a Westminster City Councilwoman, small business owner, and proud mom of three boys, I’ve fought for freedom, accountability, and common-sense leadership. I’ve stood up to government overreach, Big Tech censorship, and policies that burden our small businesses. My husband Jeremy and I are raising our sons—ages 13, 11, and 9—to value faith, hard work, and the liberties that make America exceptional. In 2024, CA-45 saw a razor-thin race, with Democrat Derek Tran winning by just 600 votes, largely by connecting with our district’s Vietnamese community. Many of these voters supported President Trump but split their votes for Congress. As a proud Vietnamese-American and conservative, I’m uniquely positioned to bring these voters back to the Republican Party, uniting our shared values of family, freedom, and opportunity. Sacramento politicians are pushing an outrageous new mileage tax that would charge hardworking Californians 6 to 9 cents for every mile you drive. That amounts to an additional $900 to $1,200 per year per driver—money taken directly out of the pockets of working families, seniors, and small businesses who are already struggling with the high cost of living in California. They are laying the groundwork for this tax through Assembly Bill 1421, and if we do not push back aggressively now, they will quietly move forward and find a way to reach even deeper into your pocketbooks. This mileage tax punishes those who must commute to work, take their kids to school, attend medical appointments, or simply live their daily lives. It disproportionately harms working-class families and residents in suburban communities like Westminster, where driving is not a luxury—it is a necessity. Tonight, I respectfully urge the Mayor and this Council to allow me to agendize this item. I am asking for a second to this motion so that we can formally oppose AB 1421, a bill that lays the foundation for imposing a mileage tax on every driver in California. Westminster must stand up and clearly say no to policies that unfairly burden our residents. **UPDATE: Tonight, the Mayor and Council rejected my resolution opposing AB 1421. In doing so, they forgot their duty to defend local control and stand up for the people they were elected to serve. When elected officials fail to lead, the people must speak out. This morning, we read through Mark 9:43–50, where Jesus speaks with striking seriousness. He warns us about causing others—especially “little ones,” those young in faith—to stumble. He tells us that it would be better to lose a hand, a foot, or an eye than to allow sin to take hold and lead us, or others, away from God. Jesus is not calling us to harm ourselves; He is calling us to take sin seriously. In a world that often treats sin lightly—excusing it, redefining it, or ignoring it—Jesus reminds us that sin has real consequences. What we tolerate in our lives does not remain private. Our choices affect our families, our children, our churches, and our witness to the world. Then Jesus says something both beautiful and hopeful: “Everyone will be salted with fire… Have salt among yourselves, and be at peace with one another.” Salt preserves. Salt purifies. Salt brings flavor. God uses His refining fire not to destroy us, but to purify our hearts, so that we may live holy lives marked by peace, humility, and love. When we allow God to remove what leads us away from Him, we become a people who reflect Christ clearly to the world. So this morning, let us ask ourselves: What do I need to surrender to God? What do I need to cut away—not in fear, but in faith—so that Christ may be fully seen in me?
