@EDDlCUS you might be able to get a similar effect with blend modes on layers, eg draw a blob of color on a separate layer, heavily blur it, apply a blend mode on the layer like 'add', 'screen' or 'lighten'

the cel animation effect for the magic is so pretty god can someone do that or successfully recreate it digitally and then tell me how to do that
