Yes, this is the McMahon-Hussein Correspondence—a letter from British High Commissioner Sir Henry McMahon to Sharif Hussein bin Ali of Mecca, dated October 24, 1915. In it, Britain promises to recognize Arab independence in "regions within the limits demanded by the Sherif of Mecca" (excluding certain areas like parts of Syria and Palestine per later clarifications), in exchange for an Arab revolt against the Ottoman Empire during WWI.
