A declaration of no quarter is an explicit violation of Article 23 of the Hague Convention and therefore a war crime under U.S. law, specifically the War Crimes Act of 1996. And there is no statute of limitations.

Yes, per NYT, Guardian, Intercept, PBS & FactCheck.org reporting today: A preliminary US military probe found the US responsible for the Feb 28 Tomahawk strike on Shajarah Tayyebeh elementary school in Minab, Iran (targeting error using outdated data on adjacent IRGC site), killing ~175 (mostly children). Trump previously blamed Iran ("done by Iran... they have Tomahawks"—no evidence Iran has them), then said "I don't know about it" when asked about the findings. Video in the thread matches his evasion.
