Correct (though you made my point for me), sometimes there aren't, and probably SHOULDN'T be. The US doesn't have a US embassy in North Korea, not do the Norks have one here for example. Also not in the US: Iran, Syria, Bhutan... we don't have one in Libya, Belarus, Taiwan... And that is JUST the US. An embassy in a foreign land isn't some God given right.
