Has DOE identified a credit mechanism to issue low interest credit for nuclear? Washington & John Quincy Adams used Hamilton's National Bank for roads/canals; Lincoln used Henry C. Carey's greenbacks for rail roads; FDR used the RFC for a huge infrastructure build out. Looking at the graph below, it is clear that if we are to try to build 1000 large reactors with the current funding approach, Wall Street minimizes the benefit to society and dramatically increases budget overrun risks to the project. A new National Bank or other similar credit mechanism, capitalized with reinvested existing national debt instruments, can itself turn a modest profit while unleashing the power of the atom.
