Gaara is stationary when he uses that and has to rely on his sand attacks to defend the sand bubble. Neji is rotating around 360. His defense counters

@For3verQuan @terrificprodigy And even at that Chidori may not work seeing as Sasuke needs to build momentum to use it which means he’s basically just running straight at Neji with fast speeds. But Neji also counter it with 8 trigrams.
