There are several oligopolies in the world. One such is elevators industry. It is top 4 (Otis, Schindler, Kone, TK) who control everything in western world and then there are 3 Asian companies (Hitachi, Fujitec, Mitsubishi and that literally own Asian markets The key in this industry is not the sale. It is the after sale revenue. A lift man ensures the elevator isn’t misused. An out of order elevator is just money coming thru the doors for these companies + days if not weeks of repair timeline. So buildings that have narrow elevator shafts usually keep a lift man. Why? Narrow shafts require a model that is not frequently sold. These are mostly older buildings. So the building mgmt gets someone at 20k a month to ensure 300k repair is avoided twice a year. This elevator is a narrow shaft elevator (as visible from the corners) in a mid rise building. 8 floors, each with 6 flats is just 48 flats. They can’t afford an out of order elevator (this might be the only elevator) or a bill of 500k a year on repairs This isn’t a dumb job. Not knowing the rationale for this is dumb!
