Update about the current situation:
Even after all the evidence against WaretaGarasu or Francesco Basile, PayPal has denied my request for help. Instead, they are currently insisting that I pay the 350 USD that I supposedly owe them because of the scammer's charge-back.
I am still banned from using PayPal, I advice others to be cautious when relying on PayPal.

BEWARE of Francesco Basile. If you see this name on Paypal and they're trying to commission you, then it's best if you don't proceed with the commission. I've made 3 art for him and he filed a chargeback on ALL of them. This includes ALL the artists he has tried to commission!
