Always an honour to pilot legislation that protects Jamaicans. The #Cybercrimes Act now has stronger penalties for offences against children and creates a new offence to provide stronger protection of victims of #revengeporn - again with strong penalties to demonstrate the seriousness with which we believe this type of crime should be treated. Important that technology neutrality continues to enable enforcement across technologies and platforms - this will support the work of JaCIRT, MOCA and the JCF in their important roles as we do our best to outpace criminals on all fronts! When I became Prime Minister, I directed the National Housing Trust to begin restoring older housing schemes built between 1976 and 1996. That programme has since expanded. So far, 109 schemes have been identified and 60 have been completed, with works including road repairs, sewage upgrades, repainting, roof repairs, and improved waste management. This work continues. Many of our communities, like Olympic Court, are now decades old and require ongoing care. We will keep restoring our housing schemes across Jamaica, step by step.

I want to clarify some of the misconceptions around the National Reconstruction and Resilience Authority (NaRRA). NaRRA is an executing agency focused on delivery, coordination, and national development. It is not designed to operate without oversight. Accountability and transparency are central to how it will function. At the same time, it must not be slowed down by unnecessary bureaucracy. Its role is to move priority projects forward efficiently, especially those linked to reconstruction, resilience, and economic development. We will also ensure proper consultation with communities. People will be engaged directly and kept informed as projects move forward. Where private investment meets the required criteria, we will coordinate and fast-track it alongside public infrastructure to ensure better planning and results.

I have highlighted the challenges that exist within public institutions, using the Urban Development Corporation as an example of how bureaucracy can sometimes shift focus away from its original mandate. I noted that institutions created to serve a clear purpose can, over time, become more focused on internal processes rather than delivering measurable results for the people they are meant to serve. I emphasized the importance of accountability and the need for stronger links between performance and responsibility in the public sector. I also pointed to the role of clear targets, such as key performance indicators, and the value of structured delivery systems to guide execution. I explained that executive agencies are designed to focus on delivery of specific tasks with defined outcomes, ensuring that public service remains aligned with its intended mandate.

I have outlined my Government’s intention to continue reforming the public bureaucracy to improve how the State works and delivers for the Jamaican people. While we have strengthened fiscal management and built strong oversight institutions, the next step is ensuring that these institutions function more effectively and produce real results. National progress will depend on better execution, stronger ideas, and a renewed way of thinking about development and productivity. I remain focused on building a Jamaica that delivers more for its people, and I have set this expectation for all boards and executive teams, including the Urban Development Corporation, as we move into this next phase of national development.
